The Senior Director of Global Health Economics, Policy Reimbursement (HEPR) for the Medtronic Cranial Spinal Technologies (CST) operating unit will work in close collaboration with RD, Clinical, Regulatory, Pricing, Global Marketing, and Regional market leadership to create and execute fully integrated health economic and reimbursement/funding strategies for CST (includes Enabling Technologies, Spine, and Biologics businesses).This role will lead in designing and executing the healthcare economic and reimbursement/funding strategies across the product lifecycle to ensure market access and ongoing adoption of Cranial and Spinal Technologies. This role will manage a group of 10-12 people that includes a dedicated team of individuals focused on US reimbursement and service strategies, as well as dedicated individuals focused on direct (indirect) reporting for global HEPR functional support, and serve as a dedicated liaison to the corporate functional expertise. This role will report to the VP of Clinical, Medical Science HEPR and sit on that leadership team as well as directly support individual General Managers of the CST operating unit.


**A Day in the Life**


Responsibilities may include the following and other duties may be assigned.


+ Creates and executes comprehensive market access strategies through the integration of pricing and reimbursement, health technology assessment, evidence-based medicine review, and health economic modeling activities

+ Develops strategic studies with the end-customer in mind to ensure that the results will favorably impact pricing, reimbursement and market access as well as market uptake.

+ Evaluates new therapies or services in the context of their economic value and reimbursement opportunities

+ Evaluates the economic value of products, platforms and services and supports the development of robust non-clinical value propositions across the product life-cycle

+ Partners with evidence dissemination team and regions to ensure value messages and evidence are clearly cascaded and supported by appropriate tools and evidence

+ Communicates the unique attributes of the medical devices and their economic value to external stakeholders to support the devices value proposition and ensure it will be recognized and adopted

+ Creation of product warranty and guarantee agreements to support value based healthcare and customer engagement around shared risk agreements

+ Works collectively with payers, including HTA, reimbursement influencers and other decision makers to ensure the continuous changing reimbursement systems remain fair to all involved parties

+ Lead a team that supports customers through payer policy, authorizations, denial support, and coding, coverage, and payment challenges

+ Represents the voice of non-clinical stakeholders, such as payers and providers

+ Collaborates with the sales organization to support customer needs related to coding, coverage, and payment support

+ Oversight and support of training and education related to healthcare economics for marketing, sales, and customers

+ Collaborates with the pricing team to conduct quantitative and qualitative pricing research for different market segments with direct correlation between reimbursement and cost strategy; reimbursement support for RFPs, revenue analysis committees, and specific customer requests

+ Provides thought leadership on data analytics, big data trends and payer requirements for outcomes and economic data capture and informs business decisions

+ Develops analytical bench strength that allows data mining to inform internal strategic decisions, supports economic value evidence generation and enables customer partnerships around data analytics

+ Works with clinical research to add relevant health outcomes and economic endpoints to clinical trials and biostatisticians to analyze and report study results

+ Serves as the SME for all HEPR activities and provides functional expertise and leadership to the business including impact of annual reimbursement changes from CMS, commercial payers, and emerging sites of services such as ambulatory surgery centers

+ Manages HEPR research activities and engagement with customers focused on healthcare economics research

+ Establishes development plans for all team members and coaches for success

+ Fosters strong relationships with corporate reimbursement functional leaders


**Must Have: Minimum Requirements**


+ Bachelors degree

+ Minimum of 15 years of relevant experience with 10+ years of managerial experience, or Advanced Degree with a minimum 13 years prior relevant experience, minimum of 10 years of managerial experience

+ Experience in medical devices, health plan, and/or healthcare administration

+ Mastery level knowledge and skills within the reimbursement function providing thought and technical leadership with broad understanding of global reimbursement systems

+ Strong understanding of HEPR methods, economic model development and best practices

+ Strong acumen with clinical studies, methodologies and results

+ Extensive experience developing long term, strategic relationships and alliances with key internal and external stakeholders

+ Demonstrated success in adapting research methods to best meet the needs of the business

+ Excellent oral, written and presentation communication skills


**Nice to Have: Preferred Requirements**


+ Graduate degree in health economics, health policy, or a related field

+ Demonstrated knowledge of analyses with large health plan administrative and/or claims databases

+ Experience developing and executing on strategies around coverage and payer advocacy

+ Experience working with new technology add-on payment (inpatient) and passthrough (outpatient) strategies

+ Experience with musculoskeletal, neuroscience, and/or surgical patient populations

+ Demonstrated knowledge of analyses with large health plan administrative and/or claims databases

+ Working knowledge of patient reported outcomes and development of economic evidence utilizing functional and patient reported outcomes
