**POSITION DESCRIPTION:**

The Enterprise Project Management Office (EPMO) Information Technology (IT) Portfolio Sr. Manager within Medtronic is critical to ensuring successful delivery of IT with quality projects on-time, within budget, and with high customer satisfaction. This senior level position is strategic in nature and the Portfolio Sr. Manager will be expected to regularly interact with senior executive leadership on many topics to drive critical decision making. Through this partnership, this role would ensure business unit objectives are aligned and met via their transparent and accurate portfolio. Key to achieving this will be centered on the facilitation of alignment between both the Business Groups and Global Information Technology.

The EPMO Portfolio Sr. Manager for the Asia Pacific Region is a member of the broader EPMO Portfolio Management Team, responsible for facilitating and supporting the portfolio governance process, analysis of portfolio investments, and portfolio reporting which will be a primary tool to enable effective decision making and deliver business value for the organization.

The EPMO Portfolio Sr. Manager will ensure business cases are complete and required process is followed to not only ensure alignment of business strategy and business goals to IT priorities, but that there is maximum return on investment for projects that are delivered via the IT organization.

This position is based in our Singapore office

**POSITION RESPONSIBILITIES:**

+ This position reports directly to the Vice President of Portfolio Strategy / EPMO. Portfolio Sr. Manager will typically influence and support an IT VP for a major function/region/group, as well as work closely with key leaders within the EPMO, Operational Excellence and Global IT as a whole.

+ The EPMO Portfolio Sr. Manager is a member of the (global) extended IT leadership team as well as the EPMO Portfolio Management team, responsible for supporting the portfolio governance process, analysis of portfolio investments, and reporting to enable effective decision making and delivering business value for the organization.

**ESSENTIAL DUTIES AND RESPONSIBILITIES include the following but other duties may be assigned.**

**Project Intake, Strategic Alignment and Prioritization:**

+ Directly responsible for providing governance structures adopted to minimize the overall duration and costs in converting input to output through projects

+ Responsible for oversight of the intake, execution, and delivery of all IT projects within a defined portfolio segment

+ Provide guidance and orientation to ensure IT portfolio alignment to broader Group and Business Division objectives and priorities

+ Proactively drive the intake process of IT projects through the governance process

+ Analyzes project portfolio for strategic alignment, value, and complexity

+ Engage closely with business partners to analyze new projects and readiness for governance decisions and provides transparency of portfolio investments

+ Monitors portfolio KPIs to ensure successful achievement of goal targets and root cause analysis/course correction when KPIs are not being met

+ Develops a baseline for the portfolio at the onset of every new operating cycle (i.e. FY18)

+ Reviews the portfolio planning results for your assigned area with top IT and business leadership, facilitating the balance of objectives with constraints, conflicting priorities and facilitates trade-off decision-making that considers investment, resourcing, risk and value

**Portfolio Execution:**

+ Manage and build awareness across project demand, challenges, and needs

+ Manages execution results through delegation of responsibility to subordinate project management team members – with a focus on KPI based intervention across the triple constraints (resources, scope, duration)

+ Manages portfolio management artifacts, decisions, communications, metrics, and reporting

+ Create a collaborative partnership among leaders and portfolio stakeholders and enables resource demand planning, change management, and project pipeline planning decisions

+ Provides guidance and oversight to not only direct reports, but also matrix-based reports who are managing projects within the assign portfolio

**Resource Allocation Capacity Planning:**

+ Ensuring adequate capacity for IT project portfolio demand across a large centralized and de-centralized resource pool

+ Improve leverage across project resources and best practices

+ Assesses and oversees all Resource Planning efforts related assigned portfolio

**Processes Standards:**

+ Member of to the EPMO Portfolio Management team, creates and owns the portfolio management playbook and process; identifies and develops the practices, procedures, policies, work products, templates and tools deemed necessary for portfolio management.

+ Support the creation of project management best practices, tools, and ways to drive efficiency in order to reduce costs and add value.

+ Adheres to MP3 Project Management methodology

+ Contributes to the operations governance process and project status review meetings.

+ Support the adherence to Medtronic’s quality system procedures to insure compliance with system validation requirements

**Stakeholder Satisfaction:**

+ Build trust and rapport with key Sr. stakeholders and facilitate executive (i.e. VP) level portfolio discussions, often representing functional stakeholder demand

+ Continuously improve stakeholder satisfaction for the provided services

+ Works closely with Project Managers (PM) and Resource Manager to understand the business, existing processes, customers and other relevant stakeholders

+ Clearly communicates IT project management processes to all stakeholders

+ Routinely socializes and updates a prioritized list of projects and initiatives

**Talent Development:**

+ Provide direct coaching and support for less experienced peer portfolio managers, with the objective of increasing overall service offering performance

+ Acquire and retain staff talent

+ Provide leadership to multiple project managers to achieve portfolio objectives with high-quality work products that are delivered on time and on budget

+ Project Manager coaching and mentoring (i.e. MP3, PPRM/GPS/GPS 2.0, Financial processes, MSCM)

**EDUCATION REQUIREMENT:**

+ Bachelor’s degree

**YEARS OF EXPERIENCE:**

+ 10+ Years of IT Experience

**SPECIALIZED SKILLS OR EXPERIENCE:**

+ 7+ years of progressive leadership experience in directing portfolios, projects and people management experience.

**DESIRED/PREFERRED QUALIFICATIONS:**

+ Strong leadership and people management skills.

+ Master’s degree

+ Ability to develop and manage policies and procedures that affect portfolio management.

+ Demonstrated capacity for strategic thinking, project planning and project management.

+ Strong track record of leading complex organizations requiring strong influence management skills

+ Willingness and ability to institute change

+ Excellent communication skills and interpersonal/team effectiveness -- ability to succinctly and accurately communicate to various levels of management and employees

+ Exceptional analytical, planning, organization and time management skills to effectively execute project plans and budgets

+ Strong influence management skills; ability to work cooperatively at all levels in matrix environment to build and maintain the positive relationships required to accomplish organizational goals

+ Business acumen; ability to think from an overall “best for the business” perspective

+ Demonstrates initiative; results oriented. Ability to work independently
